The Technical Advisory Committee (TAC) has determined that there is a reasonable cost of review for Clean Water Act compliance applications and documentation, including Clean Water Plan amendment requests, site applications, phosphorus transfer proposals, allocations of phosphorus from the reserve/emergency pool, and trade applications (pursuant to Regulation 73).
Referral reviews requested from land use agencies submitted by Douglas County, Jefferson County, and cities within the watershed are exempt from this policy.

The Chatfield Watershed Authority’s review criteria for site location and design approvals were developed pursuant to the Chatfield Reservoir Control Regulation1 (5 CCR 1002‐73) (“Control Regulation 73”), Colorado’s Site Location and Design Approval Regulations for Domestic Wastewater Treatment Works (“Regulation 22”) and Amended and Restated Intergovernmental Agreement2 (“IGA”).

The Chatfield Watershed Authority (“Authority”) implements and maintains a program for phosphorus trading in the Chatfield Watershed (“Trading Program”). The Trading Program and these Water Quality Trading Guidelines (“Guidelines”) are developed pursuant to the Chatfield Reservoir Control Regulation (5 C.C.R. § 1002-73) (“Control Regulation”). The Authority will administer and oversee the trading program in coordination with the Water Quality Control Division (“Division”).
